Establishment of a new near-border infrastructure within the framework of development of a system of access points is of great importance for social and economic development of the Far East. Permanent increase of international traffic and passenger flow require establishment of a special environment upon crossing of the federal border of the Russian Federation. The Government of the Russian Federation approved the concept of the Federal Special Purpose program «The federal border (2012−2020)». The access points Nizhneleninskoye and the Khabarovsk river access point are included in the draft program. As far of the access point Nizhneleninskoye is concerned, it is planned to construct a new permanent multi-lateral railroad access point.
